Beutler handed the event to the city on one condition: it stays free and never advertises. It moved to Elk Ridge Park in 1992 and now lines the park's path with roughly 600 carved, lit jack-o'-lanterns alongside dozens of hand-built pumpkin and gourd scenes, running one night each October from 10 a.m. to 10 p.m.
